dds — development-driven-specs, as a Mix task

{:dds, "~> 0.13"} (dev/test only) → mix dds and mix dds.ci. A thin shim over the bundled toolchain (Python, stdlib — the same bytes as the tagged repo, protocol 2); requires python3 >= 3.9 on the host, plus pip install tree-sitter tree-sitter-elixir for the mechanical witness and evidence-replay legs. All semantics live in the toolchain; this package contains no logic by design (a port would be a second implementation of the protocol — the drift seam dds exists to kill).
